RRJ Consulting champions excellence in ethics for the state of Utah and adheres to the National Association of State Lobbyists Code of Ethics and Lobbying Principles. RRJ has prepared the following as a resource to openly explain Utah lobbying regulations.

Utah Lobbyists must:

  • Submit a signature authorization form to register with the Lieutenant Governor.
  • Pay the registration fee of $110.
  • Take an ethics training course, or examination, to help them understand and follow the rules, laws and regulations of lobbying in the state of Utah.
  • If a business owner is lobbying for personal interests, he/she is not required to register.
  • If a business enlists a lobbyist who is registered, the business is not required to register. However, the lobbyist must list the business on their statement of organization.

Utah Lobbyists work with members of the government in many ways; but to ensure ethical behavior, they much follow strict regulations, such as:

  • If travel or lodging costs to benefit a public official exceed $10/day, it must be reported.
  • If meal and beverage costs exceed the state per diem rate, it must be reported.
  • No entertainment is allowed, including concerts, plays, or athletic events.
  • If a lobbyist sponsors a meal as part of a scheduled agenda at a national legislative conference, and every Utah elected official attending is invited, no reporting is required.
  • If a lobbyist sponsors a meal that is not part of the scheduled agenda at a national legislative conference, reporting is required unless that reporting is waived by the Senate President or Speaker of the House for the members of his/her respective body attending.
  • If a lobbyist sponsors a tour or meeting (as defined in 36-11-102) and invites an entire committee, caucus or the whole legislature and the only expenditures includes food or beverages, no reporting is required.

Quarterly Lobbyist Reports must be filed to the Lieutenant Governor on lobbyist.utah.gov by 5:00 pm on these dates:

  • Quarter One: April 10
  • Quarter Two: July 10
  • Quarter Three: October 10
  • Quarter Four: January 10

If there are no expenditures in a particular quarter, lobbyists do not need to file a report quarterly. However, lobbyists must file the Quarter Four report even if the lobbyist made no expenditures in the calendar year.
